In European countries, legislation regarding pets has been worked out at a very high level. In the CIS countries, unfortunately, the situation is far from so rosy. Owners everywhere do not register animals, do not pay tax on them, do not clean them after they walk on the street, etc.

In 2017, the public stirred the story of the “Khabarovsk flayer”, which tortured dozens of animals, recorded their mockery of them on video and posted on the Internet. Zoodefenders held rallies, hunger strikes, trying to somehow "get the ball rolling" consideration of the law on animal welfare.
At the end of 2018, many amendments to the law were introduced in Russia, which radically changed the state of things on this important issue. Of course, there is still a huge range of shortcomings, inaccuracies, but the fact of the beginning of a lot of work on an adequate attitude to our four-legged friends is already pleasing.
1. A limited number of pets in one apartment.
A big problem for neighbors is a breeder living in the neighborhood. It is one thing if this is a conscientious person who has created favorable conditions for breeding his pets, does not allow the spread of odors, increased noise levels, etc. Another, if you have behind the wall 10, or even more, dogs or cats that cry tirelessly, howl, bark.
Now, a limited number of animals will be established that can be legally kept in one residential building (in Belarus, for example, 2).
2. The owners of our smaller brothers will be obliged at the legislative level to clean up their animals during the walk.
Agree, it’s unpleasant, especially after the winter, to observe a picture around you, which is full of dog waste, for example. What can I say, if it is also a large dog ... So now, an owner who neglects this paragraph of the law will be fined.
3. Organizations with inspectors to monitor the implementation of the law will be created everywhere. They will be able to assist state bodies, which in turn will be vested with the right to impose a fine for an offense, as well as to seize an animal from a person in case of poor maintenance.
4. Keeping wild animals in the house is limited. Such an amendment is quite justified, because in recent years there has been a boom in the popularity of exotic cat breeds, for example. Now a list of wild animals that cannot be kept will be created.
5. After amending the law on the protection of animals, the latter are recognized as creatures that are capable of experiencing pain, emotions. In this regard, the owner is deprived of the opportunity to get rid of his pet simply because he is tired of it. It will be punishable. Contact zoos will also be banned, as there have been many discussions about the fact that for dogs and cats a real test and enormous stress are constantly jerking, pulling from strangers.
Animal bullying is, of course, a serious crime. The punishment is also the recording of such actions and distribution on the Web.
6. Interesting changes will affect stray animals. Thanks to new amendments, their capture is now impossible in the presence of children. If a dog or cat is not dangerous to others, it will be caught, castrated / sterilized, vaccinated, chipped and released into the street.
Shelters, by the way, will be required to support their guests for life and take care of their health. Euthanasia will be possible only for medical reasons.
7. The list of potentially dangerous dogs limits their uncontrolled keeping by humans. Before you get such a dog, you will need to take the appropriate courses and get permission to do so. Moreover, the tax on their maintenance is higher than on non-hazardous breed.
Pets in the apartment
If you decide to have a pet, approach this with all responsibility. Each animal must be registered with the local housing and communal services. After registration, you get a badge with its personal number, which should be attached to the collar. A monthly pet tax will be included.
A registered animal should not interfere with the comfortable life of neighbors. Any noise, barking, howling is prohibited from 22 to 8 hours. Moreover, there is a restriction on the level of noise in the daytime. This is 55 db.
Each four-legged should be vaccinated on time (revaccination is carried out every year).
The four-legged walk is carried out in the muzzle, if its height at the withers exceeds 25 cm.
